The Ministry of Environment, Urbanization and Climate Change is implementing the largest social housing initiative in Turkey’s history with the “Housing of the Century Project,” announced by President Recep Tayyip Erdoğan and encompassing all 81 provinces. The project will offer citizens the opportunity to own a home at affordable prices with installments of up to 240 months and will build disaster-resistant housing across the country. As part of the same project, TOKİ will launch its first social housing rental program to offset exorbitant rent increases in Istanbul and facilitate citizens’ access to affordable rental housing. These homes, which will be rented below market value, will be offered to citizens who meet specified criteria.
President Recep Tayyip Erdoğan announced the details of the “Housing of the Century Project” at the “Housing of the Century Project 500,000 Social Housing Presentation Ceremony” held in Başakşehir, Istanbul. The ceremony took place in the Kayabaşı district, where social housing is being built as part of the “My First Home Project,” launched in 2022. At a ceremony attended by Murat Kurum, Minister of Environment, Urbanization and Climate Change, the keys to the completed homes under the “My First Home Project” were handed over to the families.

10% DOWN PAYMENT, 240-MONTH TERMS
As part of the campaign launched with the slogan “Homeowner Turkey,” TOKİ will build 500,000 homes in all 81 provinces. The project also aims to offset high housing and rental prices. The homes will be available for sale with a 10% down payment and terms of up to 240 months.
TO BE BUILT IN 81 PROVINCES
The homes to be built under the project will be 80, 65, and 55 square meters. Some provinces with a clear distribution are as follows: 100,000 housing units in Istanbul, 30,780 housing units in Ankara, 21,520 housing units in Izmir, 13,940 housing units in Gaziantep, 13,670 housing units in Konya, 13,190 housing units in Şanlıurfa, and 12,170 housing units in Diyarbakır.
WHICH NUMBERS WILL BE ALLOCATED TO WHICH GROUPS?
Families of martyrs, those disabled due to terrorism, war, or service, and veterans: 5%,
Citizens with disabilities: 5%,
Retired citizens: 20%,
Families with 3 or more children: 10%,
Young people: 20%
APPLICATION REQUIREMENTS
– Applicants aged 18 and over and who have been Turkish citizens for at least 10 years are eligible to apply for the project.
– Applicants, including their spouses and children, must not have a title deed.
– The monthly net household income must not exceed 145,000 TL for Istanbul and 127,000 TL for other provinces. (Families of martyrs and those disabled due to terrorism, war, or duty are exempt from this requirement.)
– Applications must be submitted through the address-based registration system in the locations where applications are submitted (province, district, town, township). Residency requirements for the application date are required.
– Civil registration or at least one year of residence are required for retirees and earthquake-prone provinces.
APPLICATION AND CAMPAIGN PROCESS
Applications must be submitted through Ziraat Bank, Halkbank, Emlak Katılım Banks, and e-Government. Applications will be accepted between November 10 and December 19, 2025. The draw to determine the beneficiary will take place between December 29, 2025, and February 27, 2026. The residences will begin to be delivered in March 2027.
15,000 SOCIAL HOUSING MODELS FOR RENT IN ISTANBUL
In addition to the 100,000 residences to be built in Istanbul, 15,000 rental residences will be built.
These residences, which will be rented below market value, will be offered to residents who meet the specified criteria.
The residences will be leased for three years. The management, maintenance, and supervision of the leased residences will be provided.
500,000 TL SOCIAL HOUSING PAYMENT PLAN: INSTALLMENTS START AT 6,750 TL
PAYMENT PLAN FOR ANATOLIAN PROVINCES
* In provinces other than Istanbul, the sales price for 55-square-meter, one-bedroom apartments has been set at 1,800,000 TL. A 10% down payment (180,000 TL) and a 240-month installment option will be offered. The monthly installment for these apartments will be 6,750 TL.
* In provinces other than Istanbul, the sales price for 65-square-meter, two-bedroom apartments has been set at 2,200,000 TL. A 10% down payment (220,000 TL) and a 240-month installment option will be offered. The monthly installment for these apartments will be 8,250 TL.
* In provinces other than Istanbul, the sales price for 80-square-meter, two-bedroom apartments has been set at 2,650,000 TL. A 10% down payment (265,000 TL) and a 240-month installment option will be offered. The monthly installment for these residences will be 9,938 TL.
